Interstate Engineering has been the City of Ray’s engineer since 2010.

Interstate Engineering has assisted the City of Ray in planning and obtaining financing for growth planning, water, wastewater, streets, and sidewalks.

Our duties have included comprehensively analyzing the water and sanitary sewer systems and preparing facility plans to satisfy the State Revolving Fund Loan requirements through the North Dakota Department of Health (now known as the North Dakota Department of Water Quality). The City of Ray is located on US Highway 2 in Williams County. Williams County is the state’s 4th highest oil-producing county and is at the heart of the oil field activity that has affected McKenzie, Divide, Mountrail, Dunn, and Williams Counties. The city’s population has nearly doubled to 1,000 residents over the past few years. During the height of the boom, almost every day, the City of Ray received inquiries regarding its ability to support development activities such as hotels (up to five stories, 1,650 units), restaurants, truck stops with parking for over 100 units, mobile home parks and all of the other growth potential associated with a population boom. We assist the city with meeting short-term growth needs and planning for long-term growth. Since 2011, Brent Moore has worked with Interstate Engineering, providing planning services to address this influx of development.

During the boom, the city’s water infrastructure was at its maximum. At Interstate Engineering’s recommendation, the City of Ray placed a moratorium on new hookups until the water system upgrades were funded. We assisted the city in obtaining a $1,500,000 SRF debt forgiveness loan and a $1,000,000 SRF loan for the first phase of the proposed $4,500,000 in needed water system upgrades. This project has been completed.
