Interstate Engineering has been the Poplar City Engineer for nearly 20 years. During that time, we have assisted the city with its streets, water, sewer, and storm sewer systems.

Our close working relationship, ability to understand the needs of the area, and willingness to find solutions to the challenges facing Poplar have been the foundation for this ongoing client relationship. We have regular contact with the City of Poplar to ensure lines of communication are open, questions are answered, and updates are given.

Interstate Engineering obtained USDA Rural Development funding for the City of Poplar on various vital projects.

Water System Improvements

Interstate Engineering completed a Preliminary Engineering Report (PER) for the City of Poplar for water system improvements. The improvements included two new municipal water wells, replacing over 18,000 linear feet of water main, undersized and/or cast iron, and constructing a new 500,000-gallon elevated storage tank. The project was funded entirely through USDA/Rural Development, Indian Health Services, and Poplar. The funding was 80% grants, with loans and city funds making up the balance.

At the end of the water improvements project, with savings from the above water projects, Interstate Engineering assisted the city in replacing all of its water meters with new radio-read water meters. This improvement increased the city’s water sales and revenue by over 30%.

Water Treatment Plant Preliminary Engineering Report (PER)

The City of Poplar retained Interstate Engineering to review its existing water treatment plant and analyze the feasibility of upgrades and extensive maintenance, including a PER amendment and coordination with USDA Rural Development regarding funding.

The City of Poplar requested that Interstate Engineering review their plant due to concerns about excessively rusted pipes, malfunctioning electronic controls causing sewer backups during backwash cycles, and customer complaints about brown water. A plan was created to fix and upgrade the water treatment plant, including a cost estimate and amendment to the PER. However, upon consideration of the costs and service to water users, Interstate Engineering recommended connecting to the Assiniboine and Sioux Rural Water Supply System and maintaining the treatment plant in its current condition as an emergency backup.
