Interstate Engineering has worked with the City of Glendive for 25+ years with varying municipal and planning tasks.
Interstate Engineering was most recently retained for a five-year term in 2018 and has assisted the City of Glendive in constructing transportation, utility, and drainage projects identified by the city’s leadership.
The first project began in 2017. The city began a public outreach campaign to gauge property owners’ interest in replacing their curb, gutter, and/or sidewalk within the right-of-way across their entire property. The goal was to create a large enough project where a larger contracting firm could provide construction services at an economy-of-scale affordable price to the city’s residents. The city identified curb, gutter, and sidewalk on city property to help “sweeten the pot.” Interstate Engineering prepared construction documents and on-call construction administration for 4 miles of new or replaced curb and gutter, ¼ miles of new or replaced sidewalk, and 67 ADA ramps. The property owners assessed actual construction prices. The project was such a success that residents are awaiting the second phase.
Keeping with the momentum of road improvements, the City of Glendive hired Interstate Engineering in 2018 to provide construction documents and administration of 11,000 square feet of road improvements. The project primarily consisted of subgrade preparation, spot stabilization, regrading, and paving roads not fully developed in previous years, including areas with new curbs and gutter from the 2017 curb and gutter program. The project benefitted from the Dawson County Correctional Facility, Eastern Montana Veteran’s Home, and the future Montana Highway Patrol District 5 – Glendive Office.
In 2018, the city began working with the Montana Department of Transportation on urban corridor improvements. Municipalities typically ensure that the infrastructure is in good working order before improving the road surface above. With this forethought, Interstate Engineering designed and prepared construction improvements to upsize the existing 6-inch asbestos cement water main to 12” PVC and replace the existing 8-inch clay tile sewer main with PVC. The construction documents were incorporated into MDT’s STPU 5002(24) project along Meade Avenue. Interstate Engineering provided on-call construction administration.
The City of Glendive has historically maintained a great working relationship with state funding agencies. During the uncertainty of 2020, the City of Glendive was preparing to take advantage of future infrastructure funds made available by the Federal Government. Interstate Engineering was hired to design four sewer collection and ten water distribution projects identified in the city’s 2020 Master Plans. MDEQ granted approval ahead of the DNRC to facilitate a competitive grant application for infrastructure projects. Priority was given to shovel-ready projects, and as a result, Interstate Engineering assisted the city in preparing successful grant applications. The total budget for the sewer main collection project is $2.28M. Grants will cover 44% of that total. The entire project budget for the water main distribution project is $3.89M. Grants will cover 62% of that total. Interstate Engineering will provide construction administration and observation. The project is scheduled to be completed by October 2024.
Drainage has been a problem on California Street, a considerable inconvenience, and a nuisance to residents living in houses owned and managed by Dawson County Housing Authority. The city hired Interstate Engineering to study the drainage patterns and research possible solutions. The preferred solution is to bring California Street to city standards and extend storm piping from nearby facilities to drain the area. The project will be designed and presented to residents as a SID in the summer of 2023.
