Legal Drain 95 Redesign

Richland County hired Interstate Engineering to study and recommend a design for the approximately 22 miles of Legal Drain 95 within the county.

The primary goal was to address the significant overland flooding problems that the watershed experienced. These flooding issues were primarily due to the inconsistent sizing of the existing culverts within the watershed, which hindered effective water flow and management. Additionally, the amount of elevation change within the watershed contributed to the flooding challenges.

To tackle these issues, the project included comprehensive recommendations for the assessment district. These recommendations were essential for guiding the planning and implementation phases of the project. Part of this process involved submitting applications for all necessary permits. These permits included wetlands permits, wetland mitigation permits, Corps of Engineers 404 permits, North Dakota State Water Commission permits, and Natural Resources Conservation Services permits. Each permit was crucial to ensuring the project met all regulatory and environmental requirements.

Furthermore, the project required submitting all of the funding applications needed for the water resource district to be able to construct the project. Securing these funds was critical in moving from the planning and permitting stages to actual construction. The funding applications aimed to provide the financial resources necessary to implement the recommended changes and improvements effectively, ensuring that Legal Drain 95 could better manage water flow and mitigate flooding risks in the future.
