Brent Moore provides ongoing planning services for the City of Ray, located in the heart of the oil boom in northwestern North Dakota. With growth pressure mounting, the city embarked on an update to its comprehensive plan to help appropriately guide development. Along with the creation of the plan, Brent developed an extensive and all-inclusive public engagement process that involved high school students, the business community, the Historic Museum, senior groups, and various other stakeholders. The residents’ collective vision will serve as the framework for the comprehensive plan and is truly a community-derived blueprint for growth. The plan focuses on Ray’s primary business corridors along the highway and within downtown and identifies specific catalyst projects needed to build a city that will last beyond the boom.
