About The Project
The Beulah Main Street Improvements project has been planned for several years, with Phase I construction beginning April 12, 2024. The City of Beulah has many water and sewer infrastructure replacement needs in town, and the planning process has pinpointed this project to begin the replacement of the infrastructure’s core backbone.
The project will replace water, sanitary sewer, and stormwater infrastructure on Main Street. The water mains within this area are over 40 years old and have a history of gate valve failure, curb stop failure, and water main failure due to cracking and corrosion. The sanitary sewer is over 80 years old and is prone to backups caused by structural failure of the pipe, sagging, sedimentation build-up, and root intrusion. Due to age and condition, the storm sewer no longer performs adequately under even minor rain events.
The project will also replace all the roadways, curb and gutter, and sidewalks within the project area, creating a corridor accommodating both motorized and pedestrian traffic at the heart of the community.
At the beginning of the project, the entire roadway surface will be milled in place, and the existing asphalt roadway will be grinded into an aggregate form. This aggregate will remain in place on Main Street to act as a temporary surface for vehicular traffic during construction.
Portions of Main Street will be closed off to vehicular traffic in ‘stages’ and will limit public access to businesses within each stage. A map is provided on this website that visually represents the stages of the project. During any stage of construction operations, access to businesses will be provided through the rear entry of each business unless otherwise noted.
Additionally, at the beginning of the project, there will be short periods of water outages to the properties on Main Street until temporary water services are in place. Once temporary water services are fully in place, there will be no more water outages on the project. The cause for water outages is due to the existing water valves failing to operate and function properly, which is one of the primary reasons and needs for this project and the replacement of that infrastructure.
Signage will be provided identifying the project’s current stage, and information regarding the duration of the work for each stage will be provided on the digital signs at each end of the project.
Parking will still be available on Main Street so pedestrians can access businesses. This will be available in all areas outside the project’s current stage. Access will always be made available to the parking lots of businesses within the Main Street corridor.
Water services will be replaced from the new water main to the Town right-of-way line/business foundations. A new curb stop will be placed within the town right-of-way, approximately two feet behind the back of the curb.
Water service trench areas will be restored as part of the project and are covered under the project’s cost. The homeowners will not be responsible for the cost of repairs caused by construction.
The water main trenches in the road are anticipated to remain as gravel and asphalt millings for the summer of 2025 until the water main and service installations are completed. Roadway asphalt surface restoration is scheduled to occur at the project’s end. Concrete sidewalk surface restoration is scheduled to take place as the project progresses.
Project Notes
Main Street will be closed from 1st Ave West to 2nd Ave East beginning Thursday, August 22, for the entire day to complete paving operations on the project. The area should be opened back up to the public traffic on Friday, August 23.

The intersection of 1st Avenue East will be closed through July 22 unless work is finished earlier. It will be opened to the public as soon as possible.
Areas of town will be without water from 8 am to 3 pm while the construction crew replaces a water main valve on the project. Impacted areas will include the entire east end of Main Street east of 2nd Ave NE, and from Main Street to 2nd Street NE. It is not anticipated that the shutdown will extend beyond the areas shown in the attached map – streets highlighted in red are the impacted areas for the water shutdown. While we do not anticipate the shutdown extending beyond the areas shown, it is possible that further areas may be affected if existing water valves do not perform adequately and isolate the work area.

The public meeting scheduled for Monday, the 24th, will be held at the In Joy Fitness building. Access to the building will be made available from the rear, at the doorway in the alleyway. Signage will be provided to help guide the public to the correct door for the meeting. Last week, the contractor worked on sanitary sewer piping installation and sanitary service installation in stage 3. In stages 1 & 2 concrete work continued with parking lanes and sidewalks. This week, the contractor will be working on the following:
1. Sanitary service installations in stage 3 & 4.
2. Water main installation in stage 3 & 4.
3. Water services in stage 3.
4. Begin storm sewer installation in stage 3
5. Continue concrete installation in stages 1 & 2.

Last week, the contractor worked on removals in Stage 3, completed a water valve replacement on 2nd Avenue NE, and placed Class 5 aggregate on Stages 1 and 2. This week, the contractor will be working on the following:
Removals on Main Street between Central Avenue and 1st Avenue E.
Sanitary sewer replacement in Stage 3 to 1st Avenue E.
Curb and Gutter placement in Stages 1 & 2.
Sidewalk placement in Stages 1 & 2

NOTICE: Should the necessary water valves not hold for this temporary shutdown as expected, further isolation attempts would be required and may result in water loss for a much larger area. Due to the layout of the valves within town, it is possible that all areas from 3rd Street North down to the railroad tracks may be without water during this timeframe.
